Mass Gatherings Guided Self-Assessment

Are you the owner or operator of a place of mass gathering? If so, you need to use the guided self-assessment tool to help you assess the threat of terrorism to your activities.

What are mass gatherings?
Mass gatherings and events are characterised by the concentration of people on a predictable basis. They may be in venues or precincts that are open or enclosed. Identification of places of mass gathering for the purpose of this web-site is based on risk not the number of persons present.

Given the pervasive threat to a diverse range of targets, the identification of places of mass gathering cannot be precise.

Places of mass gathering may include, but are not limited to:

  • sporting venues and stadiums
  • shopping complexes / open air markets
  • business precincts
  • tourist attractions
  • public transport hubs
  • hotels and convention centres
  • venues or precincts that are open, or enclosed
  • cultural facilities, and
  • planned major events.

Places of mass gathering potentially at risk from terrorism should be informed of the current security context.
